A true CPQ engine is the configurator + pricing engine + approval workflow combined. CPQ vendors need a deeper category of their own because the buying motion, integration surface, and operational characteristics are quite different from quote-doc tools.

What Distinguishes a “Real” CPQ

When evaluating whether a tool is a CPQ engine vs. a quote-doc with a bit of configurability, look for:

  • Rule-based product configurator – the configurator enforces compatibility constraints, dependencies, mutual exclusions, and minimum/maximum combinations. A rep can’t generate a quote for a hardware bundle missing the required power supply or an SaaS plan with conflicting modules.
  • Pricing engine with externally defined rules – volume tiers, contract pricing, regional pricing, currency conversion, time-bounded promotions, approval-gated discounts – all configured by the pricing-ops team rather than hard-coded in the document
  • Approval workflow – a deal that exceeds a discount threshold or a margin floor automatically routes to the manager / VP / CFO for approval before the quote can be sent
  • Integration with a system of record – typically the CRM (Salesforce, Dynamics) or ERP (SAP, Oracle); the CPQ owns the configurator and pricing, the system of record owns the deal and order
  • Quote-doc handoff – the final customer-facing PDF/web is often generated by a paired quote-doc tool (PandaDoc, DocuSign Gen, Conga Composer) rather than by the CPQ itself

If a tool ticks all five, it’s a CPQ engine and belongs here. If it ticks one or two, it’s a CPQ-light or quote-doc tool and belongs in Quote and Proposal Documents.
