This category covers tools that screen people, companies, vessels, transactions, and their connected networks against the government-published sanctions, watchlist, PEP, and adverse-media data that financial institutions, fintechs, and regulated trading businesses are obliged to check.
The flagship US-government list is OFAC’s SDN (Specially Designated Nationals, maintained by the US Treasury Office of Foreign Assets Control), but compliance programs typically screen against a much larger consolidated set:
- OFAC SDN + Consolidated Sanctions Lists (US Treasury)
- EU Consolidated Financial Sanctions List
- UK HM Treasury OFSI Consolidated List
- UN Security Council Consolidated List
- BIS Denied Persons / Entity / Unverified Lists (US Bureau of Industry and Security – export controls)
- DDTC Debarred Parties List (US State Dept. – defense trade)
- OECD bribery / corruption databases
- PEP lists (Politically Exposed Persons – not government-published; aggregated from hundreds of sources by the data vendors)
- Adverse media (negative news with named-entity attribution – also vendor- aggregated)
- Country-specific sanctions (Australia DFAT, Canada SEMA, Japan METI, Singapore MAS, etc. – 100+ jurisdictions in the enterprise tier)
Why This Is a Data-Primary Category
Mix (14 tools)
- License: 0 open source · 14 proprietary
- Hosting: 0 self-hosted · 13 SaaS · 1 both
Like sales-tax, this is data-primary: the value is in the proprietary aggregated dataset the vendor maintains, not in the screening software itself. The match-engine logic (fuzzy matching, transliteration, name variants, Unicode normalisation) is genuinely non-trivial – but every serious vendor has solved it. The differentiator is the data: how many lists, how often updated, with what PEP coverage, with what adverse-media depth, in what languages, with what historical records, and with what customer-isolation guarantees.
This is why an open-source clone of the software wouldn’t help – the data isn’t free. Plus, sanctions data has unique licensing constraints: redistributing it often requires the vendor’s permission, and some lists (notably PEP and adverse-media) are wholly vendor-curated rather than government-issued.
About this data & disclaimer
The information on these pages was researched by a combination of human review and large language models. This catalogue serves as a reference for the resources, applications, devices, deployment payloads, and other components that the ResorsIT platform integrates, deploys, and manages. To suggest an addition or correction, please contact us. Prepared by Rhodium Systems Inc., author of the ResorsIT platform — a unified IT operations management platform for IT teams and MSPs that integrates a curated suite of open-source, commercial, and SaaS applications into a single system with shared identity, single sign-on, access control, and a common audit trail. This information is compiled on a best-effort basis: it may be incomplete, contain errors, and become out of date as tools, vendors, licences, and features change. Comparison
Cross-tool comparison tables for the sanctions / OFAC screening tools in this category.
The information below is point-in-time and captured from each vendor’s website / documentation; treat as a shopping aid, not a contract.
1. Data sources covered
The big-three Tier 1 vendors all cover “all major lists” with extensive PEP and adverse-media. Differences are mostly in depth (analyst-curated content, historical records, language coverage) and in PEP/adverse-media curation methodology.

“Via integrations” / “–” for orchestration platforms (Fenergo, Encompass, Quantexa) means they don’t ship their own list data – they orchestrate calls into one of the data vendors above and apply workflow / matching / case management on top.
2. Update frequency
Sanctions lists publish updates on unpredictable schedules. Vendors differ in how fast they propagate changes.

4. Pricing visibility
| Tool | Public pricing? | Pricing model |
|---|---|---|
| Refinitiv World-Check | No | Enterprise contract; per-user / per-volume tiers |

5. SSO / OIDC (Authentik)
| Tool | OIDC | SAML 2.0 | SCIM |
|---|---|---|---|
| Refinitiv World-Check | Limited (Workspace SSO) | Yes | Limited |
| Dow Jones R&C | Limited | Yes | Limited |
| LexisNexis Bridger | Limited | Yes | Limited |
| Accuity | Limited | Yes | Limited |
| Fenergo | Yes | Yes | Yes |
| Encompass | Yes | Yes | Yes |
| ComplyAdvantage | Yes | Yes | Limited |
| Sanctions.io | Limited | Limited | – |
| Castellum.AI | Limited | Limited | – |
| Sayari | Yes | Yes | Limited |
| Kharon | Limited | Yes | Limited |
| Napier AI | Yes | Yes | Limited |
| Quantexa | Yes | Yes | Yes |
| OpenSanctions | – (API key only; user identity is the calling-system’s concern) | – | – |
Most tools in this category have SAML 2.0 because their bank customers require it for the user-facing UI; OIDC adoption lags because the bank IdP world is largely SAML-first.
For Authentik integration, the practical pattern is Authentik as SAML IdP for the SaaS UI of most of these tools. API-driven flows (the screening engine called from a calling system) are authenticated by API keys / mTLS rather than end-user SSO.
6. Match-engine quality (qualitative)
The match engine is “table stakes” in this category, but the false-positive rate matters enormously to operational cost. Reducing false positives by 30% can save a bank tens of full-time analyst headcount.
| Tool | Distinguishing match-engine features |
|---|---|
| Refinitiv World-Check | Mature; deep customer-tunable rule sets; known and trusted by regulators |
| Dow Jones R&C | Similar maturity; strong adverse-media correlation logic |
| LexisNexis Bridger | Long-running engine; on-prem deployable; bank-tunable |
| Accuity | Strong on financial-counterparty matching (account-number level) |
| ComplyAdvantage | ML-augmented; positions on lower false-positive rate vs. traditional engines |
| Castellum.AI | AI-positioned; explicit FP-rate marketing |
| Sayari | Distinct value-add: matches and resolves to the corporate-ownership graph (catches the OFAC 50% rule – ownership chains – which most engines miss) |
| Quantexa | Entity-resolution-first: builds clean master entities and then screens, which materially reduces FPs by avoiding duplicate-record matches |
| OpenSanctions | Yente engine – competent but not Tier-1; suitable for SMB / internal use |
7. Security / data residency
Sanctions data is sensitive and the screening queries (which names you’re checking) can themselves be sensitive (business-intelligence leakage). Data residency matters in EU and APAC markets.
| Tool | EU residency | US residency | UK residency | APAC residency | Customer-isolated tenancy |
|---|---|---|---|---|---|
| Refinitiv World-Check | Yes | Yes | Yes | Yes | Yes |
| Dow Jones R&C | Yes | Yes | Yes | Yes | Yes |
| LexisNexis Bridger | Yes | Yes | Yes | Yes | Yes; on-prem available |
| Accuity | Yes | Yes | Yes | Yes | Yes |
| Fenergo | Yes | Yes | Yes | Yes | Yes; private cloud |
| Encompass | Yes | Yes | Yes | – | Yes |
| ComplyAdvantage | Yes | Yes | Yes | Yes | Yes (multi-tenant) |
| Sanctions.io | Yes | Yes | Yes | – | Multi-tenant SaaS |
| Castellum.AI | – | Yes | – | – | Multi-tenant SaaS |
| Sayari | Yes | Yes | Yes | – | Yes |
| Kharon | Yes | Yes | Yes | – | Yes |
| Napier AI | Yes | Yes | Yes | Yes | Yes; private cloud / on-prem |
| Quantexa | Yes | Yes | Yes | Yes | Yes; on-prem common |
| OpenSanctions | Self-hosted – residency is wherever you put it | – | – | – | Self-hosted = your tenancy |
